Bettina “Tina” Cousar is a regulatory energy and utility attorney with more than a decade of experience representing and advising utility clients in Illinois. She currently serves as Senior Counsel at Whitt Sturtevant, LLP, a boutique energy law firm, where her practice focuses on litigating regulatory matters before the Illinois Commerce Commission and counseling clients on regulatory compliance.
Before joining Whitt Sturtevant, Tina practiced at a mid‑sized law firm representing utilities in proceedings before the Illinois Commerce Commission and defending clients in enforcement actions brought by state and government agencies. She also served as an attorney in the Illinois Commerce Commission’s Office of General Counsel and as a legal and policy advisor to former Commissioner John Rosales. Tina began her legal career at the Office of the Illinois Attorney General, where she worked on False Claims Act and tobacco litigation matters.
Tina earned her Juris Doctor from the University of Illinois Chicago School of Law in 2012. While in law school, she was active in student leadership, serving as Secretary of the Black Law Students Association and as Administrative Editor of the Law Review.
Tina's daughter, Noelle was born prematurely and has been an Easterseals client since aging out of Early Intervention, receiving occupational, physical, and feeding therapies. Tina and her family are proud supporters of Easterseals and enjoy participating in the annual Superhero Hustle.
